Click Starting time
Type: cmd
Right click CMD
Click Run as ambassador
At the command prompt, type:
net user
Hit Enter
Practise you see the accounts listed at that place?
Also, press Windows key + X
Click Figurer Direction
Expand Local Users and Groups
Do you see those accounts listed there?

I would recommend you lot reset the computer and so try setting upwards again to join the Domain.
Click Starting time > Settings (or press Windows cardinal + i) > click Update & security
Click Recovery then click Go Started nether Reset this PC
Since we are performing a clean install, I will exist selecting the selection Remove everything, if you don't want to exercise that, yous tin can click Proceed my files
Reset offers two types of make clean installs:

This "Other user" appeared AFTER we changed GPOs for security reasons. Practice y'all know which GPOs apply to the dual
"Other user" login options ?

Run gpresult on that machine and see what GPOs are practical to it.
Check the event viewer for whatever Group Policy related issues. If this is not divers in GPO, bank check the registry HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\System.
Look for dontdisplaylastusername DWORD. Don't alter the registry, instead define and apply the corresponding policy to the OU where the PC is the policy in GP management.

Can you pilot one of the clients to upgrade to Windows x 1903 and see if it might be an issue thats fixed in that release?

Non an option. Nosotros are on 1809 for now. Again, this did non appear until Subsequently GPO changes and Windows Updates.
